During Vladimir Putin's first foreign visit since his election last month, the Russian and Turkish presidents have agreed to broaden military cooperation, and officially launched the construction of a nuclear power plant.
Yuri Ushakov, Russia's presidential aide, told national media on Monday that Moscow will exert every effort for completing the delivery of air defence systems S-400 to Turkey by 2020.
Iranian President Hassan Rouhani will join Erdogan and Putin for a three-way summit on Syria in Ankara on Wednesday. "In fact, today we are not only present at the construction of the first Turkish nuclear power plant, but we are also creating the basis for Turkey in the nuclear industry as a whole".
The three leaders will discuss regional events, the ongoing war in Syria, and the relations between their countries.
In March Britain blames Russia for the poisoning on its soil of former Russian double agent Sergei Skripal and his daughter in Salisbury.
"The scale of this project is hard to exaggerate", Putin said at the ceremony.
The project was launched with Erdogan declaiming "in the name of God!" and work immediately began on the site, with the first concrete pouring as celebratory fireworks were set off.
Erdogan said the power plant would meet 10 percent of Turkey's energy needs after all reactors become operational.
"We face the ambitious goal of launching the first reactor in 2023 to coincide with the 100th anniversary of the foundation of the Republic of Turkey", Putin said during Tuesday's ceremony.
"This is completely a new step, a new step towards the development of Turkey's economy", the Russian president said.
According to Russian press reports, Turkey has also been hugely interested in a technology transfer and even joint production of the S-400s with Russia, a prospect that has been resisted by some in the Moscow security services. In particular, we talked about the implementation of the contract for the delivery of S-400 Triumf anti-aircraft missile systems to Turkey.
"We are also in close cooperation with Russian Federation to end as soon as possible the terror threat and clashes in Syria", Erdogan said.
