The 73-second video shot on a mobile phone shows a saree-clad woman's hands tied to an overhead branch of a tree while she is beaten with a leather belt by a man in a green shirt and a jacket. The woman was tied to a tree while she was being flogged in front of people in the Bulandshahr district in Uttar Pradesh, India.

The Desk Officer in charge of Child Abuse/Maltreatment Ministry of Women Affairs and Social Development, Mrs. Cecilia Elom told newsmen that the ministry received an emergency call on Tuesday, informing them that Veronica had exchanged her four-year-old daughter because of her inability to settle N100 debt. "She honoured the invitation and was handed over to the Ebonyi State Police Command for interrogation", Elom said.

In a statement the police said "We found out about the incident yesterday". We have arrested the husband, the panchayat pradhan (village headman) and his son.
