Tensions on the border were already high following a series of bellicose exchanges previous year between U.S. President Donald Trump and North Korean leader Kim Jong Un before the North Korean soldier defected in late November. The North has shifted to a peace offensive following a series of ballistic missile and nuclear tests in 2017.

Kim Yong Nam is president of the Presidium of the Supreme People's Assembly, while the reclusive country is ruled by Kim Jong Un, the third-generation hereditary leader.

Neither Kim Yo Jong nor Kim Yong Nam are among the North Korean officials blacklisted under United Nations sanctions over the North's weapons programmes, but the US Treasury Department previous year included Kim Yo Jong on its list of blacklisted officials over her position as vice director of the ruling Workers' Party's Propaganda and Agitation Department. Skeptics think North Korea is trying to use the Olympics to weaken US -led sanctions and pressure against it and buy time to advance its weapons programs.
