Praise & heckles as Russian FM speaks at Syrian National Congress in Sochi

Following the conference, Russian Foreign Minister Sergey Lavrov and Staffan de Mistura, the United Nations special envoy to Syria, agreed to establish a constitution commission composed of delegates elected at the forum and representatives who didn't attend the talks, according to Russia's state-run Sputnik news outlet.

The operation is being carried out under the framework of Turkey's rights based on worldwide law, UN Security Council resolutions, its self-defense rights under the UN charter, and respect for Syria's territorial integrity, it said.

The Russian-brokered Sochi "peace conference" on Syria dubbed as the Syrian Congress of National Dialogue held on Tuesday was off to a disappointing start and ended with modest results if any. They included Syrian government representatives backed by Russian Federation and Iran, and groups opposed to President Bashar al-Assad backed by Turkey.

Authorities from Syria's Kurdish autonomous region said at the weekend they would also boycott the event because of the ongoing Turkish offensive on the Kurdish enclave of Afrin.

Other Syrian opposition members based in Turkey staged a protest, refusing to leave the Sochi airport on arrival when they saw pictures of the Syrian flag.

"Iranian forces entered Syria at the request of the Syrian government in order to help the Syrian government in the battle against terrorism", said Jaberi Ansari, who was leading the Iranian delegation to Sochi.

Seen as a new platform for direct dialogue with the aim to address the Syrian crisis, the Syrian National Dialogue Congress was aimed at facilitating negotiations between all segments of the Syrian society, including its political and civil powers as well as ethnic, religious and social groups.
