Okpozo died in December 2016 and was granted the honour of a public condolence statement by President Buhari who however appeared to appoint him to chair the board of the National Press Council (NPC) in December 2017.

News that President Muhammadu Buhari has appointed 209 chairmen of boards and parastatal of some federal agencies has shocked Nigerians when it was discovered that no less than five persons on the list have since died.

The third was the late founder of Fidei Polytechnic, Rev. Christopher Utov.

At least seven appointees announced Friday by the presidency on a list that has over a thousand board members have been confirmed to have died long before their appointments.

A merit-appointment system would produce a better qualified board, and ultimately improve the governance architecture and access of Nigerians to essential public services.

He said the list which was released by the Office of the Secretary to the Government of the Federation (SGF) was prepared over two years ago and nobody could stop some of those included on the list from dying between then and now.

Malam Garba Shehu, the President's Senior Special Assistant on Media and Publicity, stated this in an interview with newsmen in Abuja on Saturday.

However in its defence, the presidency, through its spokesman, said the list was compiled in 2015 but was not release because the president was away on medical leave.

When asked why the list was not vetted before release, Shehu countered that it actually took more than 2 years to collate the list and resolve disputes arising over the selection of persons nominated by certain governors and other stakeholders.

"The list has a history which explains the controversy around it".

"To answer this, the President constituted a committee under Vice President, Mr Yemi Osinbajo to review and reflect the interests of the Governors".
