Moscow ready to act as mediator between US, North Korea, says Kremlin

US asks Russia to reduce violence in Ukraine

Lavrov disagreed with USA threats of military intervention and further sanctions against North Korea, instead pushing for US diplomacy to seek a more peaceful approach to negotiations, the statement said. The UN resolution seeks to ban almost 90 per cent of refined petroleum exports to North Korea by capping them at 500,000 barrels a year.

Kremlin spokesman Dmitry Peskov told reporters on December 26 that Moscow was willing to act as a mediator in the row "if both sides need it and want it".

North Korea had threatened to punish all those countries who supported the bid for sanctions which was imposed following Pyongyang's latest intercontinental ballistic missile test. 29 test of an ICBM that Pyongyang said put all of the USA mainland within range of its nuclear weapons.

The measures order North Koreans working overseas to return home within two years and ban almost 90 percent of refined petroleum exports to the country.

US President Donald Trump and North Korean leader Kim Jong Un have been trading words against each other as the country slowly inches towards achieving nuclear missile capability.

The Trump administration has sent mixed messages about its willingness to reignite diplomatic talks with North Korea.

Russian Foreign Minister Sergey Lavrov has urged the United States and North Korea to start negotiations amid growing tensions over Pyongyang's nuclear programme.

"The necessity of the fastest move to the negotiating process from the language of sanctions was underscored", the Russian foreign ministry said in a statement.

Another State Department spokesman, Michael Cavey, said Washington remained open to talks, but the onus was on North Korea "to take honest and meaningful actions toward denuclearization and refrain from further provocations".

South Korea'sUnification Ministry forecast on Tuesday that North Korea would look to open negotiations with the United States next year while continuing to seek recognition as a de facto nuclear power. But top United States advisers have long retained that the U.S. remains committed to prioritizing a peaceful resolution to tensions with Pyongyang.
