Trump administration officials in the Department of Health and Human Services said a report that the Centers for Disease Control and Prevention, the leading USA public health agency, is being barred from using certain words, including "diversity", "transgender" and "fetus", is a "complete mischaracterization".

The instructions even included alternative phrases in some instances. A participant in the meeting told the Post that Kelly said the words could not be used in documents that are sent to Congress and CDC partners. The other words were mentioned verbally, according to the analyst.

The newspaper quoted an anonymous source saying that scientists and other officials at the agency have been told to instead say that the "CDC bases its recommendations on science in consideration with community standards and wishes".

The CDC does research that involves LGBTQ people, fetuses, and health disparities among racial, ethnic, socioeconomic and geographic groups, so the administration's decision to prohibit the use of these words may not please CDC officials.

The question of how to address such issues as sexual orientation, gender identity and abortion rights - all of which received significant visibility under the Obama administration - has surfaced repeatedly in federal agencies since US President Donald Trump took office.




According to CNN, "Health and Human Services spokesman Matt Lloyd disputed the report in a statement to CNN". In it they say they did not receive the same guidelines as the CDC.

An unnamed CDC analyst told the Post that everyone's reaction was "incredulous", and noted that the move was highly unusual.

"You can not fight against the Zika virus, or improve women's and fetal health, if you are unable to use the word "fetus.' You must be able to talk about science and evidence if you are to research cures for infectious diseases such as Ebola", Singiser said".

"It was very much, 'Are you serious?"

The CDC has a budget of about US$7 billion ($10b) and more than 12,000 employees working across the nation and around the globe on everything from food and water safety to heart disease and cancer to infectious disease outbreak prevention.
