The National Hurricane Center made the intensity upgrade in the what was once a tropical depression official at 5 p.m. Saturday afternoon.

A tropical depression (#18) has developed south of Cuba early Saturday and could become Tropical Storm Philippe later in the day.

The storm was forecast to dump heavy rains over El Salvador, southern Guatemala and southern Honduras, threatening flash floods.

This cold front is bringing the coldest air mass of this season so far across much of the U.S. From the Great Lakes to Texas, freeze warnings are in effect.

Heavy rains across parts of South Florida began Saturday afternoon from the fringes of the fast-moving storm, which was moving across Cuba at 29 miles per hour.




"Maximum sustained winds are near 35 miles per hour [55 km/h] with higher gusts".

A tropical storm watch is in effect for portions of southeastern Florida and the upper Florida Keys. It is expected to intensify some and become Tropical Storm Philippe by tonight, the hurricane center said.

The storm is unlikely to cause a great deal of wind damage because it is forecast to cross the mountains of Cuba.

Whether it works its way up to a name or stays a number, the storm should create extra wetness in an already soggy South Florida.

"On the forecast track, the centre will move across western Cuba this afternoon, across the Straits of Florida tonight, and across the northwestern Bahamas Sunday morning". It said the rainfall is spreading north across the Florida Keys and South Florida.
