Lt. Governor Anil Baijal on Tuesday, in his letter to Chief Minister Arvind Kejriwal, requested to re-consider the Cabinet's decision for introduction of the Regularization of Services of Guest Teachers and Teachers engaged under the "Sarv Shiksha Abhiyan" Bill, 2017' as the same is not in accordance with the Constitutional scheme of governance of Delhi. "If the guest teachers who are now teaching in our schools were to be replaced with fresh candidates, DoE would suffer quite a setback to our education reform process and we would need to re-start the process from scratch", said Manish Sisodia.

The bill cleared by the Delhi Cabinet last month seeks to regularise about 15,000 guest teachers, hired on contracts. While speaking on the bill earlir, LG Baijal had said that matters relating to "services" fall beyond the legislative competence of the Legislative Assembly of the National Capital Territory of Delhi.
