The Bill which was cleared by the Cabinet last week will now be sent to Lt Governor Anil Baijal for approval

He said it is unfortunate that the fate of Delhi is being decided by a novice Chief Minister who is interested more in creating problems than solving them. Lt. Governor Anil Baijal on Tuesday, in his letter to Chief Minister Arvind Kejriwal, requested to re-consider the Cabinet's decision for introduction of the Regularization of Services of Guest Teachers and Teachers engaged under the "Sarv Shiksha Abhiyan" Bill, 2017' as the same is not in accordance with the Constitutional scheme of governance of Delhi. "If the guest teachers who are now teaching in our schools were to be replaced with fresh candidates, DoE would suffer quite a setback to our education reform process and we would need to re-start the process from scratch", said Manish Sisodia.

"People did not elect the law secretary, they elected us".

The bill cleared by the Delhi Cabinet last month seeks to regularise about 15,000 guest teachers, hired on contracts. While speaking on the bill earlir, LG Baijal had said that matters relating to "services" fall beyond the legislative competence of the Legislative Assembly of the National Capital Territory of Delhi.

Reacting to Gupta's objection, Kejriwal said that through his offer of an instant dialogue, he wanted to expose the "hollowness" of the opposition."If you have the guts, then confront us openly". In his closing remarks, Sisodia said: "We have put in a lot of effort to get education of Delhi government schools on track, and if we don't regularise, it will be not only be unfair to the students but also to the 16 lakh families of Delhi who send their children to government schools". He said he was "happy that the Opposition didn't oppose the motion".
