There's also little difference between potential new midterm voters - those who say they'll vote in 2018, but didn't in 2014 - and off-year veterans.

But 62 percent of respondents said they oppose how Trump uses Twitter to express exactly what he is thinking.

Trump's low approval rating, which dropped to 36 percent from 42 percent in April, could also be significant if it fails to improve in the next year.

Sixty-five percent of Republican and GOP-leaning independent voters said they will vote, compared to 57 percent of Democrat and Democrat-leaning independents.

Republicans now hold a 24-seat advantage in the House, and Democrats have pointed to the spike in activism, Trump's unpopularity and voters' general preference for Democratic congressional candidates as evidence that the majority could be in play.




Moreover, 51 percent of registered voters say Trump won't be a factor in their vote for Congress.

Policies where Trump is not as strongly supported are healthcare, where 12 percent of those polled said they support the House-passed GOP bill to repeal and replace the Affordable Care Act, and Trump's proposal to pull the United States out of the Paris climate change agreement, which 32 percent of voters support. 64% of these individuals said that they wanted Congress to be controlled by Democrats, whereas just 30% said that they were happy with the status quo.

Note: 75 percent of registered voters did not vote for Trump.

The survey, conducted July 10-13, was weighted in favor of Democrats, with 35 percent of respondents identifying themselves as Democrats, while just 23 percent identified as Republican.

While Democrats are heavily targeting the House in 2018, the Senate is seen as a tougher prize.
