In recent months Chinese leaders have taken the mantle to defend free trade
Chinese Premier Li Keqiang has urged Germany to help China's home-grown C919 passenger jet get a European Union airworthiness certificate during talks with German Chancellor Angela Merkel, state media reported on Thursday.
Without mentioning the U.S. specifically, Mr Li said that "China in recent years has stayed true to its commitment", and pointed out that it was one of the first countries to ratify the 2015 Paris Agreement.
Without mentioning the USA specifically, he said China has been "actively promoting the Paris agreement and we were one of the first countries to ratify the Paris agreement".
"We are concerned but we (have) chose to implement. and we will join forces with other parties, especially with China, to develop further cooperation on climate and energy", Canete said in an interview during a trip to Denmark.
Ms Merkel said she wanted quick progress on an EU-China investment deal and that this would be a precondition to any free trade talks, a move Mr Li said would be timely.
Germany is the first stop for Chinese Premier Li Keqiang on a European tour that comes amid growing concern in Germany over some of Trump's policies, especially on climate change and protectionism.
"We need fair market access. and it's very important to protect intellectual property and ensure trade and business secrets are kept and of course in times of cyber possibilities that's not always easy", said Ms Merkel at a business event later.
"We are both ready to contribute to stability in the world", Mr Li said.
Beijing, which ratified the accord in 2016, said the position of other countries will not affect its stance of "upholding the outcome" of the climate change deal.
It commits them to cutting back on fossil fuels, developing more green technology and helping raise billions of pounds to help poorer countries cut emissions. A spokesman for President Vladimir Putin said Russian Federation "thinks highly" of the accords and sees no alternative to it.
"China has become a more important and strategic partner", Merkel said at a joint news conference with Li. Li said he believed they two had found a solution on the issue of Chinese quotas for electric cars after a lengthy discussion.
"We will step up our measures against the global climate change and will also continue to participate in the multilateral process concerning climate change".
"A United States withdrawal from Paris sends a strong signal that, at the national policy level, there is little interest in Washington playing a leading role in this transition, with the impetus shifting to the US' major trading partners", he said.
