Planned Parenthood argues this waiting period creates an undue burden on women seeking abortions, especially for poor or rural women, or women who may be at risk for domestic violence.
"We are pleased that the court granted the temporary injunction, ruling on the side of Iowa women who need access to, and have a constitutional right, to safe, legal abortion", Suzanna de Baca, chief executive of Planned Parenthood of the Heartland said in a statement.
However, Branstad on Thursday praised the Legislature for passing the bill and a separate measure earmarking state money for family planning at clinics that do not provide abortions.
According to the lawsuit, Planned Parenthood of the Heartland provided over 2,100 medication abortions and over 1,200 surgical abortions in Iowa in the past year.
The Associated Press reports Alice Clapman, a lawyer for the Planned Parenthood Federation of America, says 44 scheduled procedures will be made illegal when Branstad signs the bill.
"These are not speculative harms", Clapman said in refuting some of the state's arguments against delaying implementation.
Iowa becomes one of three states with a 72-hour waiting period and two-trip requirement for abortions - joining Missouri and South Dakota. He is scheduled to sign it at 8:30 a.m. today.
But Iowa Solicitor General Jeffrey Thompson pointed to Planned Parenthood's business hours and scheduling as the problem, not the law itself, the AP reports.
When asked earlier about efforts to block to law, Branstad noted that similar abortion restrictions have been upheld in other states.
The new Iowa law helps to ensure that women receive information about the abortion and their unborn baby, as well as time to consider that information before making an irreversible decision about their baby's life.
The voter identification bill signed by Branstad will require voters to show ID at the polls, a measure that Secretary of State Paul Pate said will be in effect for the 2018 Iowa gubernatorial election thanks to a "soft rollout" of the law.
Republicans claim the bill will prevent voter fraud, but Democrats says the new law will make it harder to vote.
The new law also bans most abortions after 20 weeks of pregnancy.
