New Executive Order Addresses H-1B Visas

21 April 2017, 11:23 | Dan Bryan

US President Donald Trump has signed an executive order that calls for a review of the H-1B visa programme, saying they should never be used to replace American workers and must be given to the most skilled and highest paid applicants.

Yes, H-1B visas are complicated, but they are still harmful ("Trump's not disgusting immigration order", April 19). This week he signed an executive order this week which would direct federal agencies to "Buy American, Hire American". "We're going to do everything in our power to make sure more p. The H-1B programme plays an important role in addressing this need, but it can be improved", Bradley said.

Trump will announce the order during a trip to Wisconsin along with instructions to federal agencies to examine their purchasing systems to more effectively favour buying American goods.

Unlike the draft executive order leaked in January, the order signed Tuesday did not set out deadlines, although it did ask for proposals "as soon as practicable". Trump now has only a 41 percent approval rating in the state.

Trump Jr. made the comment during an interview with Fox News host Sean Hannity, who said before the conversation that President Trump is taking steps to fulfill his promise of bringing jobs back to America. "The US likes to promote its inclusiveness but rarely does a good job of it".

But Trump returned to Tuesday to the economic tough talk of his campaign, saying: "We're going to make some very big changes or we are going to get rid of NAFTA for once and for all", referring to the Clinton-era USA trade pact with Canada and Mexico. Critics of the program claim staffing companies are undercutting American wages by using the visas to recruit foreign labor and then contracting those workers to large companies.

H-1B visas are used to fill the US skills gap, but critics, including the Trump administration have voiced concern about abuse of the program.

The moves show Mr Trump once again using his power to issue executive orders to try to fulfil promises he made a year ago in his election campaign, in this case to reform United States immigration policies and encourage purchases of American products. The Trump administration plans to explore ways to weight H-1B visa approvals toward higher-skilled, higher-paid workers and away from the current lottery system.

Kowalski said that regardless of Trump's policies, he's not surprised that application numbers have declined.

In the construction industry, there also are concerns over "too strict a definition of what constitutes US -made steel products", said Kenneth Simonson, chief economist of the Associated General Contractors of America.

The officials said the commerce secretary will review how to close loopholes in enforcing the existing rules and provide recommendations to the president.

The trip brought Trump to the congressional district of House Speaker Paul Ryan, but Ryan was out of the country on a congressional trip.

But IT professional Darshan Srinivasan, who has visited the U.S. and other countries for onsite projects, said the order has come as a blow to workers in the sector. About 70 dairy producers in both US states are affected.
